Heating grants in Swansea
What's on offer to Swansea households, who qualifies, and where off-gas homes on Gower get extra help.
Swansea has more to gain from grants than most Welsh cities. Only 38% of its homes with an EPC were rated C or above, and around 3,000 households heat with oil or bottled gas. Those are exactly the homes the main schemes target.
Swansea at a glance
- How homes are heated
- 80.3% of Swansea households heat with mains gas only and 5.6% with electricity only. 1,959 homes (1.9%) rely on oil alone and 1,066 (1.0%) on tank or bottled gas. Source
- Off-gas Gower
- In the Gower electoral ward, 43.8% of households (540) heated with oil alone in 2021 and 15.5% with tank or bottled gas. Clydach (308 homes), Pennard (155) and Pen-clawdd (149) also have sizeable numbers on oil. Source
- Tenure
- 35.4% of Swansea households owned their home outright in 2021. 18.0% rented privately and 19.1% rented from the council or a housing association. Source
- Energy ratings
- Only 38.0% of Swansea homes with an EPC lodged up to March 2022 were rated C or above, below Cardiff's 47.5%. For terraced houses the figure was 25.9%, and for homes built before 1930 it was 13.2%. Source
- Nest scheme
- Nest pays for heat pumps, insulation or solar panels for Welsh owner-occupiers and private tenants who get a means-tested benefit or have a low household income, where the home's EPC score is 54 or less (68 or less with a qualifying health condition). Source
- Median energy score
- About 53% of homes with an EPC in Swansea are rated band D or below (median score 68, band D), against 53% across Wales. Based on certificates lodged in the 10 years to March 2025. Source
Nest: free upgrades for lower-income homes
Nest is the Welsh Government's scheme. It gives free energy advice to anyone, and free improvements to homeowners and private tenants who qualify. You need to receive a means-tested benefit such as Universal Credit, Pension Credit or income-related Council Tax Reduction, or have a low household income after housing costs.
The home must have an EPC score of 54 (band E) or lower, or 68 (band D) or lower if someone in the home has a qualifying health condition such as COPD, heart disease or dementia. Nest can then fit a heat pump, insulate the walls or loft, or add solar panels, depending on the assessment. Phone Nest free on 0808 808 2244.
Boiler Upgrade Scheme
Anyone in Wales replacing fossil fuel heating can get £7,500 towards an air or ground source heat pump. There's no income test. Homes on oil or LPG with no mains gas get an extra £1,500 until March 2027, which matters on Gower, in Pennard and around Clydach. The MCS installer claims it for you.
ECO4
Energy suppliers must keep funding insulation and heating upgrades for lower-income Swansea households under ECO4 until 31 December 2026. The Great British Insulation Scheme ended in March 2026.
Be careful with cold callers
Genuine schemes don't charge a fee to check eligibility. If someone asks for money up front for a free heating grant, end the call and report it.
Swansea homes and what they need
Hillside Victorian and Edwardian terraces
With only about a quarter of Swansea terraces rated C or above, many fall into Nest's range. Solid wall insulation may be suggested before any heat pump.
Interwar and post-war semis
Cavity and loft insulation are the usual first measures, and these houses are good heat pump candidates under the Boiler Upgrade Scheme.
Waterfront and city-centre flats
Newer flats usually have better ratings and seldom qualify for Nest. Older converted flats may, with the freeholder's agreement for outside work.
Areas covered
Engineers who cover Swansea work across areas including Sketty, Uplands, Mumbles, Killay, Morriston, Townhill, Brynmill, Gorseinon, Pontarddulais and Clydach.
Questions people in Swansea ask
Can council tenants in Swansea use Nest?
No. Nest is for owner-occupiers and private tenants. Council and housing association homes are improved through their landlords' own programmes.
Does Swansea Council offer its own heating grant?
Check the council's own website for current schemes. Most heating funding in Swansea comes through Nest, the Boiler Upgrade Scheme and ECO4.
