Will ventilation make my home colder?
A well-chosen system shouldn't. Extract fans only run when needed, PIV units temper the incoming air, and MVHR recovers most of the heat. Dry air is also cheaper to heat than damp air.
Do I need permission for a new fan?
Not usually for a house. In a flat, a new hole through an outside wall may need the freeholder's consent, and a listed building needs listed building consent.
