Building Regulations require suitable controls with a new boiler, typically a room thermostat, timer and thermostatic radiator valves. A smart thermostat can cover the first two. Your installer should register the job with Gas Safe, after which you'll get a Building Regulations compliance certificate in the post, so keep it for when you sell.
