Planning in a historic city
For most York houses, a single unit of up to 1.5 cubic metres counts as permitted development as long as it meets the MCS noise standard. In a conservation area it can't go on a wall or roof facing a highway. Some York areas have Article 4 directions that remove other rights, and listed buildings always need consent.
With 35 conservation areas in the city, check the council's map before choosing a spot. A rear garden position is often fine where the front isn't.

York has more oil-heated homes than most Yorkshire cities: 950 in 2021, plus 473 on LPG. Most are in the villages and farms on the edges of the council area. These homes get an extra £1,500 from the Boiler Upgrade Scheme on top of the £7,500, until March 2027.

No income test applies to the Boiler Upgrade Scheme in York. City of York Council also has £2.04 million for the Warm Homes: Local Grant, which can fund heat pumps for lower-income households in privately owned homes rated EPC D to G.

Will a heat pump scale up in hard water?

Can I put a unit in my front garden in a conservation area?
Not under permitted development if it faces the road. You'd need planning permission, which may be refused. The back garden or a side wall not facing the highway is usually the answer.
