Damp and mould became a national issue after the death of two-year-old Awaab Ishak in a mouldy flat in Rochdale, a few miles north of Manchester city centre. Finding the cause
Most mould in Manchester homes is condensation: warm, moist air meeting a cold wall, window reveal or corner. It shows up first behind wardrobes, in bedroom corners and around windows.
Penetrating damp comes from outside, through a leaking gutter, failed pointing or a cracked render. Rising damp is rarer than often claimed. A good surveyor tells you which you have before selling you a treatment.
What social tenants can expect
Since 27 October 2025, social landlords must investigate a significant damp or mould hazard within 10 working days, send you a written summary within 3 working days of that, and start safety work within 5 working days. Emergency hazards need action within 24 hours. Report in writing and keep photos.

Does Awaab's Law apply to private renters?
The 2025 deadlines apply to social housing. Private landlords still have duties to fix hazards, and the council's private housing team can inspect if they don't.
Can a dehumidifier fix mould?
It helps in a flat where washing is dried indoors. It won't fix a leak or penetrating damp.
Who pays for mould treatment in a rented Manchester flat?
If the cause is disrepair, such as a leak, failed extractor or broken window, the landlord pays. If it's condensation from daily living, both sides have a part to play, but persistent mould usually points to poor ventilation or heating the landlord should fix.
